Taxi & private hire dashcam + immobiliser — one system, full compliance
UK taxi and private hire vehicle operators face a unique combination of security requirements: licensing authorities increasingly mandate in-vehicle cameras, insurers require anti-theft protection, and the nature of the work — vehicles left unattended in high-risk areas overnight — demands robust physical security. LockCar’s Duo system provides front and driver cameras, 4G GPS, and hardwired relay immobiliser in a single professionally installed unit.

Taxi and private hire vehicle operators occupy a specific security niche that general vehicle security products do not fully address. The vehicle is both a business asset and a workplace; it carries paying passengers whose safety is the operator’s responsibility; it is driven for extended hours in urban areas; and it is parked overnight in locations that may be far from the operator’s home. LockCar’s Duo dual-camera systems were developed with exactly this use case in mind — combining licensing-compliant dual-camera coverage with a hardwired relay immobiliser and 4G GPS tracking in a single installation.
Taxi and PHV camera licensing requirements
An increasing number of UK licensing authorities — Transport for London (TfL), Birmingham City Council, Leeds City Council, and others — require or strongly recommend in-vehicle cameras in licensed taxis and private hire vehicles. Requirements vary by authority but commonly specify forward-facing external coverage, interior coverage of the passenger compartment, and in some cases driver-facing coverage. The primary purpose is passenger safety and incident evidence, but the same camera infrastructure provides security value to operators.
TfL’s private hire vehicle licensing conditions reference in-vehicle camera systems as part of safe working practice guidance. Many licensing authorities that do not yet mandate cameras are moving in that direction as PHV licensing reform continues following major regulatory reviews. Operators who fit compliant camera systems now are better positioned for future licensing requirements and may benefit from preferential treatment in renewals and complaint investigations where camera evidence is available.
Vehicle security for taxi operators
Licensed taxis and PHVs are stolen primarily as high-value vehicles rather than specifically for their licensing status. A late-model Toyota Prius, Volkswagen Touran, Mercedes V-Class, or Tesla Model 3 operating as a PHV represents a target with the same value profile as any equivalent private vehicle. Relay attack vulnerability is identical. The operational pattern — vehicles left in urban areas overnight after late shifts, often parked on streets away from the operator’s home — creates additional exposure compared to a private vehicle that is typically parked in its owner’s home area.
For taxi operators who have made a significant personal investment in their licensed vehicle — particularly black cab operators whose TX4 or LEVC TX represents their primary business capital — the financial impact of vehicle theft can be devastating. A stolen licensed taxi means not only the loss of the vehicle but also the loss of income during the period before a replacement is licensed and operational.
LockCar Duo — what it provides for taxi operators
The LockCar Duo RH Plus provides dual-camera coverage — front-facing road view and driver/interior view — simultaneously, with 4G connectivity for live streaming, real-time GPS tracking, and remote immobilisation. The front camera documents incidents on the road. The interior camera captures passenger interactions and provides the evidence record that licensing authorities and insurers require. The 4G GPS tracks the vehicle’s location at all times. The relay immobiliser protects the vehicle when parked.
For taxi operators who want the dual-camera coverage without the 4G connectivity cost, the Duo RH (local MCU system) provides the same dual-camera capability with local storage and local GPS, at a lower price point. Both systems include the hardwired relay immobiliser as standard — protection against relay attack does not depend on the 4G connectivity tier.
Insurance benefits for taxi operators
PHV and taxi insurers in the UK are increasingly offering premium discounts for vehicles fitted with dual-camera systems and aftermarket immobilisers. Camera footage reduces dispute costs in personal injury and vehicle damage claims. Immobiliser fitment reduces the theft risk that is priced into commercial vehicle premiums. Operators who can demonstrate both camera coverage and physical anti-theft protection are in the strongest position when negotiating annual premium renewals.
Taxi fleet operators
For operators managing multiple licensed vehicles — minicab companies, executive transfer operators, corporate transport providers — LockCar’s fleet installation programme and the LFM Fleet Monitoring Platform provide a scalable solution. All vehicles connect to the LFM dashboard, providing centralised GPS tracking, camera monitoring, immobilisation status, and trip history. Fleet managers can monitor all vehicles from a single interface and respond to incidents or security alerts immediately.
LockCar taxi and PHV range
Does the LockCar Duo meet TfL’s in-vehicle camera requirements for PHVs?
The Duo RH Plus provides front-facing and driver/interior coverage simultaneously, which meets or exceeds the camera coverage specified in most licensing authority guidance. We recommend checking your specific licensing authority’s current camera specification before installation and contacting us to confirm the Duo configuration meets your requirements.
Can passengers see the interior camera footage?
No. Camera footage is stored locally on SD card and, on 4G models, uploaded to the secure LockCar server. Access is restricted to the vehicle operator and, where legally required, licensing or law enforcement authorities. Operators should display a visible notice in the vehicle informing passengers that CCTV is in operation, as required by UK GDPR.
I run four licensed vehicles — can I monitor all of them from one app?
Yes. The LockCar LFM platform supports multi-vehicle management from a single login. You can view GPS locations, camera feeds, and immobilisation status for all four vehicles from the LFM iOS App or web dashboard. Fleet pricing applies from five vehicles — contact us for a quote.
